(d) The suspension and debarment procedures in Appendix H are to be followed by all debarring and suspending officials. (e) The department or agency shall provide a copy of Appendix H, Debarment and Suspension Procedures, to contractors at the time of their suspension or when they are proposed for debarment, and upon request to other interested parties.
